New Gurgaon Land Price: What Collector Rates and Plot Data Show

We don't publish a rupee land rate for New Gurgaon, because plot deals are private and the Gurugram collector lists may be shown only as percentage changes. Those lists show direction: residential-plot values in the Harsaru sub-tehsil, which covers most of Sectors 88 to 95, rose by a median 25% in 2026-27, against 15% in Kadipur and 0.7% in Manesar.

What is the land price in New Gurgaon?

There's no single land price in New Gurgaon, and we don't publish a rupee rate for it, but our data does show direction. In Haryana's 2026-27 collector list, residential-plot values in the Harsaru sub-tehsil rose by a median 25%. Kadipur rose 15% and Manesar 0.7%. Farmland moved most in Manesar, up a median 45%.

A collector rate is the state's official minimum value for registering a property. It isn't a market price. Under the licence for the Gurugram lists, we show these values only as percentage changes, never in rupees. For flats, our New Gurgaon tracker put the 2025 average asking price at ₹11,000 per sq ft.

New Gurgaon here means Sectors 76 to 95. For how the sectors compare on supply, see our guide to the best sectors in New Gurgaon.

What does land price mean in New Gurgaon?

People mean three different things by land price here, and each is priced in its own way.

  • A plot in a licensed colony. It's priced per gaj. A gaj is a square yard: 9 sq ft, or about 0.836 sq m. The colony needs a DTCP licence, the Town and Country Planning Department's permission to develop it.
  • Agricultural land in a village. It's often priced per acre, and one acre is 4,840 gaj. Building a colony on it needs CLU, a change of land use approval, plus a licence.
  • The land under a flat. A flat buyer gets a share of the land, which isn't sold separately. Its cost is folded into the per sq ft price.

The collector rate sits under all three. Stamp duty is charged on the deal price or the collector value, whichever is higher. So a rising collector rate raises your minimum tax bill, even in a quiet market.

Why don't we publish a rupee land rate for New Gurgaon?

Because we don't hold one we can stand behind. Plot and farmland deals are private, and our data has no record of registered sale prices by sector. The official collector lists do carry rupee values, but under their licence we show only percentage changes.

We also leave out HSVP auction prices, which come with their own reuse limits. Any per gaj figure you see quoted for a New Gurgaon sector is someone's asking price, not a measured market rate.

So how do you find the real price? Ask the seller for recent registered sale deeds in the same sector or village, and compare them with the developer's price list. Then check the collector line that applies, since stamp duty can't be paid on less.

How have plot and farmland collector rates changed around New Gurgaon?

Plot values rose fastest in Harsaru and farmland fastest in Manesar in the latest list. Across two years, Kadipur's plot lines rose most, by a median 40.9%. The table shows each tehsil's median change and how many lines were listed in both years.

A tehsil is a revenue sub-division with its own collector list. The Harsaru sub-tehsil covers Sectors 88, 88A, 88B, 89, 89A, 89B, 90, 91, 94, 95, 95A and 95B. Its villages include Harsaru, Garhi Harsaru, Hayatpur, Dhorka, Budhera, Chandu, Kankrola, Bhangrola, Meoka and Dhana.

Kadipur holds Sectors 37C, 37D and 99 to 110, with villages such as Basai, Daultabad and Khandsa. The Manesar list names Sectors 76 to 87, except 84, in its flat and floor lines.

The chart compares the median change in residential-plot collector rates by tehsil across two lists, 2024-25 to 2026-27.

Manesar's plot median is the odd one out. It moved just 0.7% in the latest list after 10% the year before. We hold no Manesar plot line that names a sector. So we can't say how Sectors 76 to 87 moved on their own.

Which Harsaru plot lines rose the most?

Some villages rose far more than the sector lines. Garhi Harsaru, Harsaru and Gopalpur each rose 75% in the 2026-27 list. The three sector lines for 88 to 95 rose 30% each, while seven villages didn't change.

Read big village jumps with care. A 75% rise can come from a low starting value, and we can't show the rupee base under our licence. The line "New Huda Sector" refers to sectors developed by HSVP, formerly HUDA, and it rose 15%. "New Builder Sector" stayed flat.

Which line applies to you matters. Your property's line sets the minimum value for stamp duty, so ask the sub-registrar's office which one covers your plot.

What happened to farmland values around New Gurgaon?

Farmland collector rates rose sharply in Manesar and modestly in Harsaru. Manesar's 84 agricultural lines rose by a median 45% in the 2026-27 list. Over two years from 2024-25, its 48 comparable lines rose 66.8%. Harsaru rose 15% across 46 lines, and Kadipur didn't change across 41.

Farmland comes with its own risks. You can't legally carve it into plots without CLU and a licence, yet illegal colonies do exactly that. The Tribune reported in December 2024 that such plots on Gurugram's fringe sold at ₹20,000 to ₹50,000 per sq yd.

In June 2023 the same paper reported a registry hold in about 50 illegal colonies, and covered the Section 7A NOC. Ask the tehsil office whether any land you're offered needs one.

Do New Gurgaon flat prices show where land is heading?

Only as a rough direction. Our New Gurgaon tracker rose from ₹4,800 per sq ft in 2020 to ₹11,000 in 2025, up 129.2%. Growth slowed to 7.8% in 2025, after 18.6% in 2024. These are average asking prices across the projects and listings we track, mostly flats.

Official values tell a split story. In the 2026-27 list, Harsaru's flat lines rose 7.7% and Manesar's group-housing lines 10%, while Harsaru's sector plot lines rose 30%. Savills India's Delhi NCR Residential Market Watch for year-end 2025 put the rise in Gurugram plot rates at about 13% in 2025.

Don't turn a flat price into a plot price. A flat's per sq ft rate pays for construction, common areas and a shared slice of land. Multiplying it by 9 doesn't give a price per gaj. See the yearly series on our New Gurgaon price tracker, and for the long view, read whether New Gurgaon suits a 10-year hold.

What do common plot sizes in New Gurgaon mean in gaj?

Most plots here are sold in gaj, so it helps to know the conversions. The table uses 1 gaj = 9 sq ft, about 0.836 sq m.

Plot size in gajSquare feetSquare metres
10090083.6

Under DDJAY, the Deen Dayal Jan Awas Yojana, Haryana's affordable plotted colonies can't have plots bigger than 150 sq m, about 179 gaj. DLF's official page lists plots of 125.79 to 150 sq m at DLF Gardencity Enclave, a DDJAY colony in Sector 93. That's about 150 to 179 gaj, since 125.79 divided by 0.836 is about 150.

The Tribune reported on 25 April 2023 that DDJAY was dropped in the Gurugram-Manesar development plan area. So check the licence date of any DDJAY colony. For budgets, see plots in Gurgaon under ₹1 crore and our 200 gaj plot price guide.

What should you check before buying land in New Gurgaon?

Paperwork decides whether land is worth anything to you. Run through this list first.

  • For a plot, get the colony's DTCP licence number and its HRERA registration, and check both. DLF Gardencity Enclave, for example, runs under licence 94 of 2021.
  • Read the Gurugram-Manesar development plan from the Town and Country Planning Department. A development plan is the official map of what each zone can be used for.
  • For farmland, ask whether CLU has been granted, and check the title chain and mutation records at the tehsil office.
  • Find the exact collector-rate line for the property: village line or sector line. It sets your minimum stamp duty value.
  • Budget for stamp duty of 7% for men or 5% for women, on the price or the collector value, whichever is higher. Add a registration fee of up to ₹50,000.
  • Walk away from unlicensed colonies, however cheap the offer.

Our guide to approved colonies near Pataudi Road explains licences and DDJAY in depth. Work out your duty in the stamp duty calculator, and compare areas on our Gurgaon property rates page.

Questions

Frequently Asked Questions

What is the collector rate for plots in New Gurgaon? +

We don't publish collector rates in rupees, because the Gurugram lists may be shown only as percentage changes. In the 2026-27 list, residential-plot values rose by a median 25% across 32 lines in the Harsaru sub-tehsil, which covers most of Sectors 88 to 95. The three sector lines there rose 30% each. Get the exact rupee rate from the sub-registrar's office.

Is the collector rate the same as the market price of land? +

No. A collector rate is Haryana's official minimum value for registering a property. Stamp duty is charged on the deal price or the collector value, whichever is higher. Market prices are set privately between buyer and seller, and they can sit well above or near the official value. Use the collector rate as a floor for tax, not a guide to value.

How much is 1 gaj in square feet? +

One gaj is one square yard, which is 9 sq ft or about 0.836 sq m. So a 100 gaj plot is 900 sq ft, a 200 gaj plot is 1,800 sq ft and a 300 gaj plot is 2,700 sq ft. One acre is 4,840 gaj. DDJAY plots are capped at 150 sq m, which is about 179 gaj.

Did agricultural land rates rise around New Gurgaon? +

Yes, in two of the three tehsils we track. In the 2026-27 collector list, farmland values rose by a median 45% across 84 lines in Manesar and 15% across 46 lines in Harsaru. Kadipur's 41 lines didn't change. Farmland can't be turned into plots without change of land use approval and a licence, so check both.

Can I use New Gurgaon flat prices to estimate plot prices? +

Only as a rough direction. Our tracker shows average asking prices, mostly for flats, rising from ₹4,800 per sq ft in 2020 to ₹11,000 in 2025. A flat price pays for construction, common areas and a shared slice of land, so multiplying it by 9 doesn't give a price per gaj. Ask for recent registered sale deeds instead.
