Panchgaon future development plan: projects, status and timeline

On the official record, Panchgaon's future development plan is two rail projects: a station on the proposed Delhi-Gurugram-SNB Namo Bharat corridor and the end point of a planned Sector-56 to Panchgaon metro. Neither had Government of India sanction by October 2026, and our records hold no land-use plan, sanction date or opening date for Panchgaon.

What is the Panchgaon future development plan?

Panchgaon's future plan, on the official record, is two rail projects that would meet there. One is a station on the proposed Delhi-Gurugram-SNB Namo Bharat corridor. The other is the end point of a planned Sector-56 to Panchgaon metro.

Neither had Government of India sanction in our records by October 2026, and neither has an opening date. We also hold no land-use plan for Panchgaon. So this post sticks to what each project has actually done, step by step, and flags what nobody has published yet.

Two terms come up a lot. RRTS (Regional Rapid Transit System) is a fast train service linking cities around Delhi, run under the Namo Bharat name. A DPR (Detailed Project Report) is the full engineering and cost study that has to be approved before a project gets funding.

What is planned for Panchgaon, and how far has each project got?

Both live projects are past the study stage but short of construction. The table sums up each plan that names Panchgaon, from official sources in our research store. NCRTC is the National Capital Region Transport Corporation, which builds Namo Bharat lines, and HMRTC is the Haryana Mass Rapid Transport Corporation.

The 2023 and 2025 metro records differ in start point and length. Our records don't say whether the Sector-56 plan replaced the Vatika Chowk study, so we list them separately. If you're weighing a purchase on these plans, our Panchgaon property investment guide sets out the case and the risks.

How has the Namo Bharat RRTS plan for Panchgaon moved since 2018?

Slowly, and it's still waiting for the step that matters most. Every state involved has approved the DPR, but there's no Government of India sanction in any record we hold.

  • 6 December 2018: the NCRTC board, chaired by the Secretary of the Union housing ministry, approved the DPR. The 2018 DPR put the corridor at 106 km, with a base construction cost of ₹24,975 crore.
  • February 2019: Haryana approved the DPR.
  • 29 June 2019: Rajasthan approved it.
  • August 2019: the Delhi government (GNCTD) approved it.
  • 7 March 2024: the Delhi cabinet approved implementation and told NCRTC by letter on 22 March 2024. The DPR then sat with MoHUA, the Union housing ministry, for sanction.
  • April 2025: a revised DPR went to MoHUA, according to NCRTC's 2024-25 annual report.
  • 6 August 2026: a Lok Sabha reply listed only DPR submissions, now framed as Delhi-Bawal and Bawal-Behror.
  • Up to 6 October 2026: the Union Cabinet's decisions for 2026 included no approval for the corridor.
  • 19 October 2026: Swarajya and ET Infra reported that NCRTC expects the Centre to clear the Delhi-Gurugram-Behror route shortly. Swarajya added that the proposal is still being weighed and that NCRTC has begun preparatory work.

That's nearly eight years from board approval without a sanction. Our news note on the Namo Bharat approval report covers what this means for buyers now.

The plan has changed shape along the way, too. It's planned in three stages: Delhi-Gurugram-Rewari-SNB first, then SNB to Sotanala, then SNB to Alwar.

Official lengths don't agree either. The 2018 DPR says 106 km to SNB. NCRTC's 2026 corporate folder gives 118 km for a Delhi-Gurugram-Neemrana first phase of a 198 km corridor. Its project page lists a tentative 196 km Delhi-Alwar line with 22 main-line stations.

Where do the metro plans to Panchgaon stand?

The metro plan is younger than the RRTS, but Haryana has already approved state funding for it. Here's the record:

  • 1 September 2023: an Inception Report, an early report in DPR work, was submitted for a Vatika Chowk to Panchgaon metro. It was a 30 km corridor studied by RITES.
  • 7 December 2023: HMRTC's 54th meeting noted that DPR work on that corridor was in progress.
  • 30 December 2025: the HMRTC board said the proposed Sector-56 to Panchgaon corridor is 35.25 km long with 28 elevated stations. It has state funding approval and a submitted final DPR. Integration with the RRTS is planned at Panchgaon.

The board also said the line is expected to improve links to residential, industrial and institutional areas of New Gurugram. What comes next isn't in our record: a cost, a route map, a tender, a construction start or a target year.

HMRTC listed other corridors in the pipeline too. One is a Subhash Chowk, Rajiv Chowk, Sohna Road and Railway Station corridor, and consultants have been appointed to prepare reports. For the built-up industrial belt nearby, see our guide to residential plots near IMT Manesar.

Will Panchgaon get transit-oriented development (TOD) rules?

Possibly, but our record can't confirm it yet. Hindustan Times reported in September 2026 that the Sarai Kale Khan to Bawal Namo Bharat link is now under a Transit Oriented Development policy. The policy belongs to DTCP, Haryana's Department of Town and Country Planning.

TOD rules let denser building and mixed uses come up close to stations. Under the report, land within 1.5 km of 12 proposed stations on the Gurugram stretch now falls in the TOD influence area. That can allow extra FAR (floor area ratio, the built-up area allowed on a plot) and mixed land use under the 2016 TOD framework.

Two details are missing. The report in our record doesn't name the 12 stations, and the split between intense and transition zones is still to be notified. Until both are out, nobody can say how much Panchgaon land, if any, gets TOD benefits.

There's a catch for owners, too. Where third parties already hold rights in a project, the report says all of them must consent before TOD benefits apply. Our note on TOD status for Gurugram RRTS stations explains what to watch.

What do the later steps look like for rail projects near Gurugram?

They take years, and each step leaves a paper trail you can check. Two projects in our records show what sits between a DPR and a running train.

Gurugram's own metro

The line from Millennium City Centre (once called HUDA City Centre) to Cyber City shows the order of steps. The Haryana Cabinet approved its DPR on 13 August 2020. The Union Cabinet approved the project on 7 June 2023, close to three years later.

The foundation stone followed on 16 February 2024, and the Bhoomi Pujan for construction on 5 September 2025. HMRTC put physical progress at about 11% up to June 2026. The cost has grown as well. It went from ₹5,452.72 crore at Union sanction to a revised ₹10,266.54 crore, which the Haryana Cabinet approved on 18 May 2026.

The Gurugram-Faridabad-Greater Noida RRTS

In October 2026, Hindustan Times reported on this separate proposed line, citing its DPR and a March 2026 environmental and social impact study. It would need 109.04 hectares of land and the removal of 10,504 trees. GMDA has also asked departments to share details of utilities and land on the route.

That's the level of detail a DPR and an impact study put on paper. We hold no similar land or tree figures for the Panchgaon stretch. Our note on the RRTS tree felling plan has the full story.

So when a Panchgaon project moves, look for these markers: sanction, land notices, a tender, a contract award and a construction start.

What is not known about Panchgaon's future yet?

Quite a lot. These are the gaps in our records as of October 2026:

  • A land-use plan. We don't hold a sector map or zoning for Panchgaon. The place to check is the Town and Country Planning Department's development plan covering the area.
  • Sanction dates. There's no Union sanction for the RRTS. For the Sector-56 metro, we hold state funding approval and nothing later.
  • Opening dates. Neither project has an official target year in our records.
  • Final stations. The RRTS route has been revised since the 2018 DPR, and we don't hold the revised station list. The metro's 28 stations aren't named in our record.
  • Current costs. The ₹24,975 crore RRTS figure is the 2018 base cost, and we found no updated official cost. We hold no cost at all for the metro.
  • Industrial corridor links. Manesar and Bawal are named together in the Delhi-Mumbai Industrial Corridor's Manesar-Bawal Investment Region. Our record doesn't map its boundary, so we can't say whether Panchgaon falls inside it.

Any seller's claim about "future sectors" or an opening year in Panchgaon goes beyond what's on the record. For areas with more already built, see our guide to the best sectors to buy property near Manesar.

How can you track Panchgaon's plans? What to check

Watch the official sources, in this order:

  1. Union sanction. Check the Union Cabinet decisions released by the Press Information Bureau for the Delhi-Gurugram-SNB, Delhi-Bawal or Delhi-Gurugram-Behror Namo Bharat corridor.
  2. Stations and route. Read NCRTC's annual report and project pages for a revised station list and alignment.
  3. Metro steps. Follow Haryana government press notes on HMRTC meetings for the Sector-56 to Panchgaon metro's cost, tender and award.
  4. TOD zones. Watch for DTCP's notice splitting the TOD area into intense and transition zones, and the stations it covers.
  5. Land use. Check the Town and Country Planning Department's development plan before trusting any "future sector" claim.
  6. Registration. For any project you're offered, confirm the HRERA registration and the DTCP licence. HRERA is the Haryana Real Estate Regulatory Authority.
  7. Collector rate. Ask the sub-registrar for the collector rate, the minimum value set for registering a sale, on the exact khasra (land parcel).

Our Gurgaon infrastructure impact report tracks the city's big projects, and the Gurgaon property rates page shows current averages. For how these plans could feed into values, read Panchgaon metro connectivity and property prices.

Questions

Frequently Asked Questions

When will the Panchgaon metro be built? +

There's no date yet. The HMRTC board said on 30 December 2025 that the 35.25 km Sector-56 to Panchgaon metro has state funding approval and a submitted final DPR. Our records hold no cost, tender, construction start or target year for it, so any completion date you hear is a guess.

Has the Delhi-Gurugram-SNB RRTS been sanctioned? +

Not in any record we hold. The DPR has state approvals from 2019, and Delhi's cabinet backed implementation on 7 March 2024. A revised DPR went to the Union housing ministry in April 2025. The Union Cabinet's 2026 decisions, up to 6 October, included no approval, though NCRTC says it expects one soon.

Is there a master plan or land-use plan for Panchgaon? +

We don't hold one. Our records have no sector map or zoning for Panchgaon, so we can't say which land is meant for housing, industry or farming. Check the Town and Country Planning Department's development plan covering the area, and ask for the plan reference on any plot or project you're offered.

Will Panchgaon be a TOD zone? +

It isn't confirmed. Hindustan Times reported in September 2026 that land within 1.5 km of 12 proposed RRTS stations on the Gurugram stretch falls under DTCP's TOD policy. Our record doesn't name those 12 stations, and the split into intense and transition zones is still pending. Check DTCP's notice when it comes out.

Are the Vatika Chowk and Sector-56 metro plans the same project? +

Our records don't say. In December 2023, HMRTC noted a 30 km Vatika Chowk to Panchgaon corridor under study by RITES. In December 2025, it described a 35.25 km Sector-56 to Panchgaon corridor with 28 elevated stations. The start points and lengths differ, so treat them as separate until HMRTC clarifies.
