Plots near Manesar for investment: supply, costs and risks

Licensed plots near Manesar are scarce: since 2023 HRERA has registered ten plot-carrying projects with a Manesar address, and Swastik Greens in sectors M-9 and M-10 holds 914 of their 1,381 plots. With DDJAY dropped in the Gurugram-Manesar plan area in April 2023 and plot collector rates in Manesar tehsil nearly flat in the latest list, holding costs and title checks matter as much as price.

Which licensed plots near Manesar can you buy?

There aren't many. Since January 2023, HRERA has registered ten projects with plots that carry a Manesar address, holding 1,381 plots between them. One colony, Swastik Greens in sectors M-9 and M-10, accounts for 914 of those plots.

HRERA is the Haryana Real Estate Regulatory Authority. A developer selling plots in a colony has to register the project with it, and the registration lets you check the promoter, land and plot count. The table lists every plot-carrying registration in our HRERA record since 2023 whose address names Manesar.

The total works out as 1,191 plots registered in 2023, 65 in 2024, 108 in 2025 and 17 so far in 2026, or 1,381 in all. Only five are plain plotted colonies, where every unit is a plot: Flora Avenue 88A, Palm Meadows, Swastik Greens, South Drive and The Majestic Homes.

The other five sell floors built on plots. The Majestic, for example, lists 88 homes on 22 plots, which is 4 homes per plot (88 divided by 22). If you want land of your own, ask which kind you're being offered.

Is a "Manesar" address always near Manesar?

No. Many HRERA addresses name the Gurugram-Manesar Urban Complex, a planning area that in our records covers sectors as far apart as 63A, 69, 79 and M-9. South Drive in Sector 69 is one example. Our news on the elevated Southern Peripheral Road says GMDA expects it to ease junctions across sectors 69 to 75A. So Sector 69 belongs to that belt, not to Manesar town. Look at a map before you treat any project as "near Manesar".

What changed for small plots near Manesar after DDJAY was dropped?

New small, budget plots have become scarce. The Tribune reported on 25 April 2023 that the state dropped DDJAY in the Gurugram-Manesar final development plan area and in Faridabad. Sohna, which sits outside that plan area, still gets DDJAY colonies.

DDJAY is the Deen Dayal Jan Awas Yojana, Haryana's scheme for small plotted colonies. The Haryana Gazette of 1 April 2016 capped its plots at 150 sq m, about 179 gaj (150 divided by 0.836), with no cap on the price. A gaj is one square yard, or 9 sq ft.

Our HRERA record fits that change. Registrations with a Manesar address listed 1,499 plots in 2021 and 1,191 in 2023, the year Swastik Greens came in. After that the yearly count fell to 65, then 108, then 17 so far in 2026. We can't prove the policy caused the drop, but the timing matches.

Sohna kept going. Precore Greens in Sector 7 (153 plots, December 2024) is filed as a "Residential Plotted Colony under DDJAY scheme". So is Santur Azalea in Sector 2 (138 plots, January 2025). An HRERA affidavit from August 2025 also cites DDJAY licence 118 of 2025 in Sohna Sector 5.

How have plot collector rates moved in Manesar and Harsaru tehsils?

They split in two. In the latest list (2025-26 to 2026-27), residential-plot collector rates across 60 areas of Manesar tehsil moved a median of just 0.7%. In Harsaru tehsil, which takes in the M-sectors and Sector 88A, the median rise across 32 areas was 25%.

A collector rate is the minimum value the district sets for registering property in an area. Stamp duty is charged on the sale price or this value, whichever is higher. A tehsil is a revenue area, and Manesar tehsil is much bigger than Manesar town. Its plot list covers village land plus HUDA sectors 77 to 87 and Sector 90. HUDA sectors are the ones planned by the state's urban development body, now HSVP.

Change in residential plot collector rates by tehsil, 2024-25 to 2026-27. Median change across the areas listed in both lists; percentage changes only.

The chart compares the median change in plot collector rates by tehsil over two lists, from 2024-25 to 2026-27. On that longer view Manesar tehsil rose 10.9% across 40 areas and Harsaru 37.5% across 15 areas.

A few lines near Manesar are worth knowing:

  • Manesar village: up 25.3% in the latest list and 37.8% over two lists.
  • Sector 79: up 45.1% in the latest list. Sector 77: up 25.1%.
  • Sectors 80 and 82: up just 0.1%. Naurangpur village: also 0.1%.
  • The Harsaru line for residential sectors M-9, M-10, M-12, M-12A, M-13 and M-14: up 30%.
  • Bashariya, one of the two villages named in M-sector addresses: up 45%, or 59.5% over two lists. Baskushla, the other one: flat in the latest list, up 20% over two.

Keep in mind what these numbers are. They track official floor values, not what buyers actually pay. A flat line can just mean the district didn't revise it. The two-list medians also cover fewer areas, so don't compare them line by line with the latest list.

What does it cost to buy and hold a plot near Manesar?

Your biggest day-one cost is stamp duty. In Haryana it's 7% for men and 5% for women, on the price or the collector-rate value, whichever is higher. The registration fee goes up to ₹50,000 (IANS via NewKerala, 28 July 2026).

We hold no asking prices for Manesar plots, so here's the maths on a listed figure from Sohna. AQVA Developments' page for The Reserve in Sohna Sector 5, updated 18 September 2026, showed 172 sq yd plots at "₹2.30 Cr onwards". At 7%, the duty on ₹2.30 crore is ₹16.1 lakh (7% of ₹2.30 crore). Add the top registration fee of ₹0.5 lakh and you're at up to ₹16.6 lakh before legal or broker fees. At 5%, a woman buyer pays ₹11.5 lakh in duty (5% of ₹2.30 crore).

Then come the running costs. An empty plot earns no rent, while the New Gurgaon flats in our tracker show a rental yield of 3.3%. Gated colonies charge maintenance, and a plot loan carries interest every month you hold. Read the allotment terms for any deadline to build, and ask what happens if you miss it.

What you're allowed to build matters too. The Tribune reported on 22 July 2026 that a Town and Country Planning memo of 21 July suspended further stilt-plus-four-floor (S+4) approvals until further orders. Four of the five M-sector floor projects list 4 homes per plot, so rules like this can change what a plot is worth to the next builder.

How easy is it to sell a plot near Manesar later?

That depends mostly on paperwork. Your future buyer, and their bank, will run the same checks you run now. A plot in an HRERA-registered, licensed colony is far easier to sell than one in an unapproved patch, whatever the price.

We have no price series for Manesar itself. The nearest area we track is New Gurgaon, sectors 76 to 95 beside Manesar. There, the average asking price across the projects we track rose from ₹4,800 per sq ft in 2020 to ₹11,000 in 2025. The yearly rise slowed from 26.5% in 2023 to 7.8% in 2025. These are mostly flat prices, not plot prices per gaj, so treat them as a direction guide only.

Our base-case projection for New Gurgaon reaches ₹15,300 per sq ft in 2030, with a low case of ₹13,000 and a high case of ₹16,000. The method: growth starts at the latest yearly change and moves in equal steps to a long-run pace of 6.1% a year by year five. That pace is the average yearly rise in NHB RESIDEX's 50-city index over 8 quarters, taken from NHB press releases. It's a projection, not a promise and not investment advice.

Our Manesar land price prediction looks at the outlook in more detail. Before you buy, run a sale scenario on the capital gains calculator and check the latest New Gurgaon price tracker.

What are the biggest risks with plots near Manesar?

The biggest one is buying in a colony with no licence. The Tribune reported on 12 December 2024 that plots in illegal colonies on Gurugram's edges were selling at ₹20,000 to 50,000 per sq yd. In Behrampur the figure was ₹15,000 to 25,000. A low price is usually the hook.

The paperwork can then get stuck. The Tribune reported on 10 June 2023 that registries were put on hold in about 50 illegal colonies, linked to a Section 7A no-objection certificate (NOC). HRERA also punishes developers who skip registration. IANS via Moneylife reported on 14 December 2022 a ₹2.5 crore penalty on Brahma City for selling 219 plots without registering them.

Forest land is another trap. Our news report of 16 October 2026, based on the Hindustan Times, covers this. The forest department had found over 45 residential and commercial complexes on forest land in Ghamroj, Behrampur and Naurangpur. An anti-encroachment drive is planned for mid-November. Naurangpur is a Manesar tehsil village, and licensed sectors carry its name too. So the village name tells you little; the land record of the exact parcel tells you a lot.

Title history counts as well. Our report on ED searches linked to the TDI Group covers a probe into land in Manesar, Naurangpur and Lakhnoula villages. That land was notified for acquisition and later resold. If a seller can't show a clean chain of title, treat that as a stop sign.

Before you buy a plot near Manesar: what to check

Run these checks before you pay any token money. Skipping them is how buyers end up with plots they can't register or sell.

  1. Get the HRERA registration number. Match the project name, promoter, sector and plot count on the HRERA Gurugram website. Our guide to what to check on RERA walks through it.
  2. Ask for the licence number from DTCP, Haryana's Town and Country Planning Department, and make sure your plot sits inside the approved layout.
  3. Check the land record of the exact parcel, including any forest or Aravalli status.
  4. Confirm whether you're buying a plot or a floor on a plot, and how much land share comes with a floor.
  5. Ask what you can build: number of floors, height, and whether S+4 approvals are still suspended.
  6. Look up the current collector rate for the area with the Gurugram district administration, because stamp duty uses it if it's higher than your price.
  7. Add up the full cost: stamp duty, registration fee, maintenance, loan interest and the years of no rent.
  8. Read the Town and Country Planning Department's development plan for the area to see the roads and land uses planned around the plot.

For day-one costs, use our stamp duty calculator, and see the Gurgaon property rates page for city-wide context. Still choosing an area? Our guides to the best sectors to buy property near Manesar, residential plots near IMT Manesar and whether Manesar is a good place to invest go deeper.

Questions

Frequently Asked Questions

Are there DDJAY plots near Manesar? +

Not new ones, as far as our data shows. The Tribune reported on 25 April 2023 that DDJAY was dropped in the Gurugram-Manesar plan area. Our HRERA record shows DDJAY colonies still registering in Sohna, such as Precore Greens in Sector 7 and Santur Azalea in Sector 2. If you're offered a small plot near Manesar, ask which licence it was approved under and check it.

Which is the biggest licensed plotted colony near Manesar? +

In our HRERA record since 2023, it's Swastik Greens by Prominent Enterprises, registered in December 2023 in sectors M-9 and M-10, village Banshariya. It lists 914 plots on 106.66 acres. That's 914 of the 1,381 plots registered with a Manesar address since 2023. Check the current status and any phase changes on the HRERA Gurugram website.

Have plot collector rates gone up in Manesar? +

Barely, in the latest list. The median change across 60 areas of Manesar tehsil was 0.7% from 2025-26 to 2026-27. Some lines jumped, such as Sector 79 at 45.1% and Manesar village at 25.3%. Next door, Harsaru tehsil, which holds the M-sectors, rose a median 25%. Collector rates are official values, not market prices.

Haryana charges 7% for men and 5% for women, on the price or the collector-rate value, whichever is higher, plus a registration fee of up to ₹50,000. On a ₹2.30 crore plot, that's ₹16.1 lakh in duty for a man and ₹11.5 lakh for a woman. Our stamp duty calculator works it out for your own price.

Is a plot near Manesar a good investment? +

Our data can't answer that for you, and we don't give buy or sell calls. It shows few new licensed plots since 2023, flat collector rates in most of Manesar tehsil and faster rises in Harsaru. Weigh holding costs, title checks and how you'd exit. Any projection we publish is a scenario, not a promise of returns.
