Outer Ring Road Extension to EPE: What It Means for Buyers in Harnandipuram, Ghaziabad

The Ghaziabad Development Authority wants a 5.8km road to join the Harnandipuram township to the Eastern Peripheral Expressway. It is still a proposal, so buyers should treat the access benefit as likely rather than certain.

What happened?

The Times of India reported that the Ghaziabad Development Authority (GDA) plans to extend the Outer Ring Road by 5.8km. The new stretch would run through Pipeline Road and link the Harnandipuram township with the Eastern Peripheral Expressway (EPE).

According to the newspaper, the first phase of the township covers 336 hectares across Mathurapur, Shamsher and Nangla Feroze Mohan Nagar. GDA told the paper it intends to launch it under the CM Urban Expansion scheme around Diwali. The full project spans 521 hectares in eight villages, and GDA has recently applied to register it with UP RERA.

The Times of India also quoted a GDA official saying the link road is proposed to bypass villages that the authority is still acquiring land in. The paper said the link would give the township direct access to the Delhi-Dehradun Expressway, the Delhi-Meerut Expressway and districts of western Uttar Pradesh. It added that GDA scaled down the project in February last year, dropping three villages over cost concerns. Of the 127 hectares of private land needed, 79 hectares had been acquired by August, with consent given for another 130 hectares.

Officials also told the paper that GDA wants to acquire land up to 400 metres along the Outer Ring Road corridor and sell it to group housing societies. The money could help pay for the EPE connection.

Which sectors are affected?

  • Harnandipuram township, Ghaziabad
  • Outer Ring Road corridor
  • Pipeline Road
  • Eastern Peripheral Expressway link
  • Mathurapur, Shamsher and Nangla Feroze Mohan Nagar
  • Group housing land along the Outer Ring Road

Potential impact

If the link is built as described, the township would reach the EPE and, through it, the expressways towards Dehradun and Meerut. Better road access is one of the things that can support demand for a new township, and it may help land and flat values over time. How much, and how soon, is not something the report allows us to say.

Several things could slow this down. The road depends on land still being acquired, and the funding idea rests on selling corridor land to group housing societies, which has not happened yet. The project was already cut back once on cost grounds. Any price gain is likely to show only after the road is sanctioned, funded and built, and the first phase is actually launched.
