What happened?

The Indian Express reported that a sub-registrar at the Kengeri office was suspended and now faces a departmental inquiry. The Inspector General of Registration and Commissioner of Stamps is said to have confirmed the action. The allegation is that a deed worth Rs 18.5 crore was registered for land that had already been notified for acquisition for the second part of the Peripheral Ring Road.

According to the paper, an activist raised the matter in a letter. The deed was reportedly executed on October 6 and registered the following day, covering Survey No 115 of Agara village in Kengeri Hobli. The BDA notification of September 3 had named part of the same survey number, and the notification had been shown on the Kaveri portal on October 3.

The report adds that Karnataka law bars the registration of transfers of notified land unless the competent authority has given written permission. The letter warned of further transfers, rival compensation claims and possible delays to the road, though it also noted that the price alone does not prove a loss to the government.

Which sectors are affected?

  • Peripheral Ring Road (PRR-2), Bengaluru
  • Agara village, Kengeri Hobli, Bengaluru South taluk
  • Land and plot buyers near the PRR alignment
  • Sub-registrar offices and the Kaveri portal

Potential impact

The case does not change prices by itself, but it raises the cost of careless due diligence. Plots and farmland near the road corridor that fall under acquisition notices may be hard to resell, finance or build on, whatever the registered deed says. A registered sale deed does not guarantee that the land is free of acquisition.

If registration offices tighten checks, some transactions may slow down while notified survey numbers are cross-verified. That could add a short-term delay for genuine sellers, but it should reduce the chance of disputes later. Since the road is still a proposed project, nothing here is a guarantee of appreciation for any locality.
