Registration Eased for Pending-NALA Patta Land: What It Means for Buyers in Telangana

Telangana has decided that patta land converted to residential use without NALA permission can be registered once the prescribed NALA charges are paid. This could release plot deals stuck on paperwork, though the benefit depends on how officials apply the rule.

What happened?

The Hindu reported that Telangana's Revenue Minister, Ponguleti Srinivasa Reddy, announced relief for owners of patta land that went into residential use without the required NALA permission. The state will allow registration of eligible parcels once the set NALA charges are paid.

According to the newspaper, an order carrying the memo number 48062/ULC/A1/2026 sets out guidelines for District Collectors. They are expected to handle eligible applications within a fixed period and clear pending cases quickly.

The Hindu said this is one of five orders the Revenue Department has issued on 22-A land problems. Earlier steps included a high-level committee, guidelines under GO 118 and GO 76, permission to register houses, plots and flats with approvals from bodies such as GHMC, HMDA, DTCP and municipal authorities, and an order to clear old Urban Land Ceiling applications. The minister also asked officials to monitor how the measures work on the ground.

Which sectors are affected?

  • Telangana patta agricultural land
  • Residential plots converted without NALA permission
  • Section 22-A land holdings
  • Plot and land registrations handled by the Revenue Department

Potential impact

If the order works as described, plots that could not be sold because the sale deed would not be registered may begin to change hands. That could add some supply of legally tradable plots and ease a source of friction in plot transactions. The reports do not say how many parcels qualify, so the scale is unclear.

Prices are unlikely to move in any uniform way. Buyers will probably still pay for the NALA charges, directly or through a lower negotiated price, and outcomes will vary by location and by how quickly Collectors act. This is a policy decision, not a completed clearance of every case, and past delays in 22-A matters suggest the field-level pace deserves watching.
