PMRDA TP Scheme Opt-Out: What It Means for Buyers in Maval Villages
PMRDA says it will recommend cancelling town planning schemes where the village panchayat and at least half the farmers object. That makes plot supply and road plans in several Maval villages less certain, and gives landowners a clearer way out.

Illustrative What happened?
The Times of India reported that PMRDA's metropolitan commissioner, Abhijit Chaudhari, said the authority will back cancelling a town planning (TP) scheme in a village once two things happen. The gram panchayat must pass a resolution against it, and at least 50% of the farmers must oppose it. He said landowners will not have schemes pressed on them against their will.
According to the newspaper, the comments followed strong objections from farmers and local representatives of six Maval villages: Salumbre, Darumbre, Godumbre, Parandwadi, Dhamane and Sangavade. They were worried about the proposed TP schemes and the 65-metre inner ring road. Landowners can file signed applications asking for cancellation, after which PMRDA will begin the legal process of sending a formal proposal to the state government.
The Times of India also reported that the road width stays at 65 metres and fits inside the earlier 110-metre alignment, so no extra land is needed. PMRDA's final structural plan is to state the 65-metre figure, and zone certificates that now show 110 metres will then be revised. The authority also promised fair valuation and cash compensation, with extra payment for owners who consent voluntarily. Detailed plans for development sectors and amenities will come in later stages.
Which sectors are affected?
- Maval taluka villages: Salumbre, Darumbre, Godumbre, Parandwadi, Dhamane, Sangavade
- PMRDA town planning scheme areas
- Inner ring road corridor, Pune Metropolitan Region
- Plotted land and farmland near the inner ring road
Potential impact
The immediate effect is on certainty, not on prices. A scheme that can be dropped by a panchayat resolution and farmer opposition is a weaker promise of new roads, layouts and plot supply. Where opposition is strong, buyers should assume the planned layouts may not arrive on the expected timeline, or at all. Where schemes go ahead, the planning may bring orderly plots and access, but that depends on approvals that have not yet happened.
The reduced road width and the promise that no extra land will be taken may calm owners along the alignment. Revised zone certificates could also remove a doubt that has weighed on land titles and sale talks. None of this guarantees price movement. Pune's city-wide average of about Rs 10,500 per sq ft is a poor guide to village land in Maval, and no tracked price trend for these villages exists in our data.
