PMRDA Layout Road Transfer Rule: What It Means for Buyers in Pune's Metropolitan Region

Developers seeking building approvals in the PMRDA area must now hand over internal layout roads to the authority and get its name entered in land records. For buyers in new layouts, that should mean clearer legal title over the roads they use daily.

What happened?

Pune Pulse reported on 12 October 2026 that the Pune Metropolitan Region Development Authority has issued a circular requiring developers to give the authority ownership of internal roads shown in sanctioned layouts. The authority's name must also be entered against that land in the 7/12 extracts, as a step within the building approval process.

According to Pune Pulse, the authority said many such roads were still recorded under individual plot owners or developers. The report links this to roads left unfinished or closed off, which hurt traffic movement and access to neighbouring plots. Complaints that access was being blocked on roads shown in approved plans prompted the change.

The circular sets out a sequence. After the provisional layout is demarcated and final approval is given, officials check that the roads have actually been built. Assistant metropolitan planners then accept possession through a formal receipt, and a condition on the final approval requires the land-record entry, with papers sent to the tehsildar. Pune Pulse added that applicants and developers bear all costs and paperwork.

Which sectors are affected?

  • Pune Metropolitan Region (PMRDA)
  • Residential layouts and plotted developments
  • Developers seeking building approvals
  • Land records (7/12 extracts)

Potential impact

The direct effect is on legal clarity rather than on price. If roads in new layouts are held by the authority and not by a developer or plot owner, one common source of access disputes becomes less likely. That could make title and access checks simpler for buyers, though it will not by itself change what a project is worth.

Developers now carry extra procedure and expense before approval, and some may price this in or face delays while officials verify road construction. How much that matters will depend on how consistently the circular is applied. The rule covers future approvals; older layouts with roads still recorded under private names are not addressed in the report, so those buyers should keep checking records themselves.
