MCD Tax Amnesty: What It Means for Property Owners in Delhi
Delhi property owners with large pending tax bills now have a limited window to clear older dues with lower penalty exposure. The main value is reduced holding-risk and cleaner title records for sales or refinancing, but only if the payment conditions are met in time.

Illustrative What happened?
Hindustan Times reported that MCD has brought in SUNIYO 2.0, a property tax amnesty plan for Delhi taxpayers with sizable unpaid dues. The scheme runs from September 29 to December 31, 2026.
According to the report, eligible taxpayers must pay the current year’s property tax and the previous seven financial years’ principal amount, through the MCD Property Tax Portal. MCD says this can ease the burden of older interest and penalties linked to periods before 2019-20, but only if the full amount is paid within the scheme period.
The report also said taxpayers can upload proof of earlier payments, merge duplicate UPICs online if needed, and receive the receipt automatically after filing and payment. MCD officials said the returns filed under the scheme will be checked later, between April 1, 2027 and March 31, 2028.

- residential property
- commercial property
Potential impact
For owners, this is mainly a cost-relief and compliance story. If old dues are sitting on a property, the scheme can reduce the risk of penalties continuing to build and can make the asset easier to deal with in a sale, transfer or loan discussion.
For the market, the immediate effect is more about reducing friction than pushing prices in one direction. The benefit is time-bound and conditional, so buyers and lenders will still need to check whether dues were settled properly, and whether the owner met the scheme rules before assuming the liability is gone.
