Illegal PGs Hit Old HSVP Sectors: What It Means for Buyers in Gurugram

The Tribune reports that unauthorised paying-guest housing is changing the older HSVP neighbourhoods of Gurugram and pushing some elderly residents out. For buyers of independent houses there, enforcement and day-to-day living quality now matter as much as the plot itself.

What happened?

The Tribune reported that HSVP's own surveys and audits have marked ten older sectors, among them Sector 15, Sector 17 and Sector 57, as places where residential plots are being put to commercial use. The uses it described include PGs, gyms, clinics and offices, often inside tall stilt-plus-four buildings.

According to the Tribune, residents complain about parked cars choking internal lanes, broken roads, waterlogging, patchy garbage pickup and parks being taken over. A Sector 17 RWA president told the paper that the area once housed retired defence and civil service families. Another RWA representative blamed weak enforcement and said many families now prefer gated societies.

The Tribune also reported that the Municipal Corporation of Gurugram has flagged 1,625 unauthorised PGs in the city, of which 276 sit in HSVP sectors. HSVP has begun a survey of misused homes, and around 500 owners have been served notices. The estate office responsible for the oldest sectors has issued about 100 of them, and 34 cases have moved to a further stage under the HUDA Act.

Potential impact

If the notices lead to real action, some converted houses may have to revert to residential use or shut their PG operations. That could take away a source of rent for owners and push a few buyers back toward cleaner, compliant plots. Where enforcement stays slow, demand from PG operators and working tenants is likely to keep supporting rents for large houses, though that income carries legal risk.

For resale prices, the effect is uncertain and probably uneven. A house on a congested lane with a stilt-plus-four building next door may sell at a discount to a quieter street, while buyers who value gated living may keep shifting to societies. Our city-wide figures show a yield of 3.2 percent, and the Tribune report gives no sector-level price data, so treat any claim of a price fall or rise here as unproven. A notice is also not a final order.
