HMDA Land-Backed Road Funding: What It Means for Property Prices in Southern Hyderabad
The Hyderabad Metropolitan Development Authority has pledged ten land parcels to borrow ₹10,000 crore for new roads and flyover corridors. If the roads are built, outer and southern Hyderabad could gain better access, but the plan is still unbuilt and the financing is being questioned.

Illustrative What happened?
The Hindu reported that HMDA is raising ₹10,000 crore for infrastructure by offering parcels of its land as security. Over 817 acres across 10 locations have been pledged, and more than ₹9,700 crore has already come in through bonds or debentures. The parcels include sites at Miyapur, Mokila, Patancheru, Gajularamaram, Chilkur and Jawaharnagar.
According to The Hindu, the money is meant for two new greenfield radial roads. One would start where the Outer Ring Road meets Raviryal and head to Amangal. The other would run from Shamshabad to Pargi. Two elevated corridors, on National Highway 44 and State Highway 01, were also listed in the bond document. The paper put the total project cost at ₹24,000 crore.
The Hindu also reported that the opposition Bharat Rashtra Samithi has challenged the arrangement and asked the government to publish the valuations and agreements. HMDA's Commissioner said the loans followed market regulations, that the security offered is 1.25 times the bond value, and that Cushman & Wakefield valued the land at ₹12,818.63 crore as on March 20, 2026.
Which sectors are affected?
- Hyderabad southern and outer-ring growth belts
- Raviryal–Amangal radial road corridor
- Shamshabad–Pargi radial road corridor
- National Highway 44 and State Highway 01 elevated corridors
- HMDA land parcels (Miyapur, Mokila, Patancheru, Jawaharnagar and others)

Potential impact
Funding that is already in hand lowers one common risk for large road projects, which is a stall for lack of money. Better road access usually raises interest in nearby residential and plotted areas over time, particularly where daily travel to the Outer Ring Road or the airport side becomes easier. Hyderabad's city-wide average is about ₹9,800 per sq ft in our data, but local prices will depend on how close a locality is to the actual alignments.
The gains are not assured. The reported plan covers roads and flyovers that still have to be designed, acquired for, tendered and built, and the stated project cost is well above what has been raised so far. The pledge of public land is also under political challenge, and any change in how the funds are used or repaid could affect timelines. Buyers should treat this as a medium-term signal, not a near-term price trigger.
