Bhubaneswar Affordable Housing Handover: What It Means for Buyers in Ghatikia and Gadakana
Odisha has handed over 1,608 affordable homes at Ghatikia and Gadakana and started a rental scheme for migrant workers. It adds low-cost ownership and rental supply in Bhubaneswar, though for allottees and eligible families rather than the open market.

Illustrative What happened?
Odisha Bytes reported that Chief Minister Mohan Charan Majhi inaugurated two affordable housing projects in Bhubaneswar on Tuesday: Nilakantheswar Niwas at Ghatikia and Mukteswar Residency at Gadakana. Together they offer 1,608 homes for eligible families, and allotment letters were handed to beneficiaries of both.
According to the same report, the Gadakana site has 680 units and the Ghatikia site has 928 units. The Ghatikia scheme cost Rs 66.48 crore to build. The report also said housewarming events were held for 962 families at four other locations, and bank loan help was given to five beneficiaries to cover their share of costs.
The Chief Minister also laid a foundation stone at Gadakana for a rental scheme under PMAY-Urban BANDHU. Odisha Bytes said it is meant for migrant workers and low-income families who want to live near where they work. OdishaTV reported that the event also covered rental and transit housing and 12 playgrounds across the city, and that more than two lakh homes have been sanctioned in Odisha under PMAY-Urban, with a larger state plan of around five lakh homes under Antyodaya Gruha Yojana.
Which sectors are affected?
- Affordable housing
- Rental housing for migrant workers
- Bhubaneswar
- Ghatikia
- Gadakana
- PMAY-Urban
Potential impact
These homes go to eligible families through allotment, so they are unlikely to change prices in the open resale or private-builder market directly. The effect is more likely to be felt at the lower end, where families that might otherwise rent or buy in informal or older stock now have a government-backed option. Any price effect on nearby private flats would probably be small and gradual.
The rental scheme is only at foundation-stone stage, so it is a plan and not yet available housing. If it is built and let out as described, it could ease rent pressure for workers and low-income households in the area. Timelines, rent levels and eligibility rules were not given in the reports, so the scale of the relief is uncertain.
